Should I use PNG or JPG as the destination?

Use PNG when the WebP is a logo, screenshot, or UI graphic with sharp edges or transparency. Use JPG when it is a photograph and the destination wants JPEG.

Can I recover a lossless original?

Only if the WebP was already lossless and the browser decoded it faithfully. Most web-saved WebP files are lossy.

Why is animation rejected?

A PNG still would drop frames without asking. That is silent data loss, so this page refuses the file.
